Intemperance excites bad passions and leads to quarrels and
crimes. Alcohol costs a lot of money, which might be for
better purposes. The mind is stupefied by drink and the person who drinks will, in course of time, become unfit for his duties.
Both health and character are often ruined.
Thus we must remember that moderation in eating and drinking, reasonable hours of labour and study, regularity in exercise, recreation and rest, cleanliness and many other essentials lay the foundations for good health and long life.
Health Reforms
Under recent wide-ranging reforms in management and patient care, each health authority is funded to buy health care for its local residents through contracts with public or private hospitals. Hospitals may apply to become self-governing trusts, independent of health authority control, but remaining part of the MHS; they treat NHS patients and are funded largely through contracts with health authorities and with those family doctors who choose to become responsible for part of their own NHS budgets. Trusts may also treat private patients.
Аs part of the Citizen’s Charter initiative (see p.5), the NHS publishes national and local charters, setting out information about patient's rights and the standards of services they can expect to receive.
The Government stresses the need for a partnership between the public and private health sectors. Patients are free to seek private medical care; doctors, dentists, opticians and pharmacists are able to practise privately. NHS patients are
sometimes treated at public expense in private hospitals in order to reduce waiting lists. Over 6 million people are covered by private medical insurance schemes.
Health education
Targets for improvements in coronary heart disease and stroke, cancers, accidents, mental illness and HIV/AIDS and sexual health have been published; progress will be monitored and reviewed periоdically. Current publicity campaigns underline the dangers of drug, alcohol and solvent misuse unbalanced diet; smoking; and AIDS.
Free family planning advice is available to all adults, and free breast cervical cancer screening programmes are in force. The national blood transfusion service collects over 2 million donations a year from voluntary unpaid donors.
